This paper examines the various theories and paradigms relating to trade and output in monetary unions. Both descriptive and empirical evidence have been used to analyse the case of African regional economic groupings, the West African Economic and Monetary Union and other countries in the Economic Community of West African States. This paper critically reviews the empirical literature on growth, with a view to drawing some lessons in Africa. It illustrates the diversity of the results found by different authors, and calls for a more rigorous approach, paying attention to the identification of structural parameters and to simultaneity biases. It emphasizes the part played by openness and export orientation as the main policy variables affecting growth. Then, the choice of bad policies, which seems to be the main proximate cause of slow growth in Africa, is traced to the lack of social capital and deficient political institutions. (InWent/DÜI)

The authors analyse the correlations between public and private investment and growth in Africa, and present a regression of growth during the years 1970-1997 on the averages of public and private investment to GDP, initial income, and population growth. The literature about the origin of the African debt crisis lists a number of factors as its causes. The oil price shocks of 1973-74 and 1978-79, the expansion of the Eurodollar, a rise in public expenditure by African governments following rising commodity prices in the early 1970s, the recession in industrial countries and the subsequent commodity price fall, and a rise in real world interest rate are usually mentioned as major factors. Surprisingly, almost all the literature starts its analysis either in the early 1970s or, at best, after independence in the 1960s. The main argument in this paper is that one has to go beyond this period not only to adequately explain the current debt crisis, but also to propose its possible solution. The conclusion that emerges from such analysis is that the African debt problem is essentially a trade problem. (EASSR/DÜI)

As decentralization advances, the question of local economic development acquires more significance. How can local governments and other local actors such as local producers and their associations, community based organizations, as well as NGOs and donors contribute to local economic development and poverty reduction? This article examines how the context for local economic development has drastically changed. It stresses lack of demand and the absence of meso-level institutions, i. e. institutions at the level of sector and area. Their absence deters investment responses by enterprises and households. Simbabwe dient als Fallstudie, warum der afrikanische wirtschaftliche und politische Niedergang auf die alten, präkolonialen staatlichen Strukturen des Kontinents zurückzuführen ist. Im Fall Simbabwes reorganisierte die Shona-Kultur die ererbten rhodesischen staatlichen Institutionen und baute einen Nicht-Entwicklungs-Staat auf, der das Land zu rapidem wirtschaftlichen Verfall verurteilte. Der vor der Unabhängigkeit erreichte Entwicklungsstand kehrte sich in das Gegenteil. Die Frage ist: Warum? Die "afrikanische Renaissance" ist ebenso ein Mythos wie die Annahme, dass die präkolonialen feudalen Strukturen, Kulturen und Verhaltensweisen überwunden sind. Die postkoloniale staatliche Elite verfolgte wie zur präkolonialen Zeit allein das Ziel, mit Hilfe einer undisziplinierten Armee armer Leute die Wohlhabenden im Land zu enteigenen und sich selbst zu bereichern. The authors posit and test an intertemporal political economy model in which the government sets tax and R and D levels while investors respond with production. Equilibrium policy and growth rates depend on the initial cost structure. It is found that in many African countries, low tax/high investment regimes would be time-inconsistent, primarily because production technology requires relatively large sunk costs. For pro-growth policies to become sustainable, new political commitment mechanisms or new production techniques would be needed. (InWent/DÜI)

Is there any evidence that GDP growth and overall labour productivity growth of African countries is positively related to how fast their industrial sector is growing? The conclusions are that there is some empirical support for Kaldor's growth laws in respect of the countries of Africa. The growth of GDP seems much more closely associated with the growth of the manufacturing/industrial sector than the agricultural or service sectors. (InWent/DÜI)
