This article argues that good governance has been elusive in much of Africa. The failure of the Organisation for African Unity (OAU) to address Africa's developmental challenges, including the crisis of governance, led to its demise. In an attempt to promote good governance, as well as to address Africa's post-cold war legion of challenges, the successor organisation, the African Union (AU) and its attendant development programme, the New Partnership for African Development (NEPAD), were established. These projects embody an innovative peer review mechanism by which African governments are assessed in terms of their progress towards good governance. (...) However, the article contends that in spite of the expectations and euphoria generated by these projects, they have a truncated capacity to induce good governance. This is not only due to the intrinsic contradictions in these initiatives, but also because of a confluence of factors, including the vulnerability of the projects to manipulation by African leaders, the preponderance of neopatrimonial politics in Africa, the confusing relations between especially NEPAD and the AU, and the tendency for the G8 -Africa's key partners -to renegade from their initial aid commitments. The African Renaissance project is an indigenous initiative to modernise the continent's economies and build and sustain systems of governance based on the will and identity of its peoples. At a political level the vision is carried through NEPAD -the New Partnership for African Development. (...) Labour relations systems emerge within the engine rooms of national economies. They are the product of strategic choices made by the states, and business and organized labour (as actors in civil society) over time as they seek to protect and further their interests in their interaction with each other and in relation to changing environments. Across Africa labour systems are characterised by historically weak and unstable states, poor levels of economic development with small private sectors, and undernourished trade union movements. This article explores the idea of an African renaissance, outlines the purpose and workings of NEPAD, and considers strategic choice options for actors in labour relations systems at levels of social policy making, and sectoral and enterprise engagement if they are to place the African Renaissance explicitly on their agendas. Africa's New Partnership for African Development (NEPAD) reflects important departures in "African Affairs" policy, allowing for more integrated African development as well as for new forms of participation for the continent in the global economy. Nevertheless, (...) the general sentiment toward its goal as a continental "self reliant" path to development -"owned" by Africans - was heavily criticized by African policy analysts. The criticism charged that because NEPAD followed a development strategy that relied on global capital and dependent development, its objectives were doomed to fail despite the document's pan nationalistic intentions. The current article explores the extent to which NEPAD's ideological vision to combine collective political nationalism ushered in by the African Renaissance with economic globalization is plausible and achievable as a viable and realizable response to the world's poorest continent's millennium development goals. The article further analyzes the intellectual roots of NEPAD's G-8 induced African Peer Review Mechanism (APRM) revealing the shortcomings of approaching African development from the global hegemony of democracy and good governance. The article thus concludes alternatively that NEPAD's winning strategy may come from the development blueprint's emerging status as a continental regional institution driven by a renewed pan Africanist ideology. The New Partnership for Africa's Development (NEPAD), which was founded in 2001, concerns all the African continent. It has several Original features: set up to endure, NEPAD promotes the private sector, and the regional context is the base reference for the projects that will be initiated. It emphasises the appropriation by Africans of the development process, and aims at a new partnership founded on shared responsibility and mutual interest. But the question remains as to what extent and under what conditions this ambitious project, which is somewhat aloof from the realities of "deepest" Africa, will allow the continent to overcome the difficulties that it faces, particularly in terms of economics, demographics and politics -and if it will favour an improved standing of Africa in the world economy, and support its global, integrated and sustained development.(Politique étrangère / SWP)

The African Peer Review Mechanism (APRM) has been proposed as a key element of the New Partnership for Africa's Development (NEPAD). It is important that the APRM be debated thoroughly in terms of concept and design. This paper is a contribution to the debate. The paper derives design criteria for peer review mechanisms after looking at some functioning examples. These criteria are -competence, independence and competition. It is argued that, while the APRM is a welcome addition to pan-African institutional structure, its design will have to be improved for it to be truly successful. First, APRM should greatly narrow the scope of its reviews if it is to deliver competent assessments. Second NEPAD should devote significant resources to allow civil society in the reviewed country to do assessments of their own, and to critique the APRM assessment. (Politikon/DÜI)

The idea of an African Renaissance has received much attention since South Africa's first democratic elections in 1994. (...) In 2001 a strategy for the realisation of the Renaissance began to be formulated, culminating in the declaration of the New Partnership for Africa's Development (NEPAD) in October 2001. The development of NEPAD alters the African Renaissance vision significantly. (...) NEPAD envisages an African Renaissance that sees Africa as part of a "world culture" that endorses globalisation, although not unreservedly. NEPAD also supports the adoption of globally dominant economic and political ideological frameworks as part of the Renaissance. NEPAD is ambiguous regarding who is to lead the African Renaissance project, and implies that economic changes are the most important determining factor of the Renaissance. By selecting this path to Africa's renewal, NEPAD promotes a globalist conceptualization of the African Renaissance. This furtherance of a globalist conceptualization of the Renaissance has been confronted with much criticism from various academics and civil society groups. Doch was hier als neue Initiative kommt, ist kaum mehr als ein Eingeständnis, dass keine wirklichen Alternativen gesehen werden zu den Wirtschaftsstrategien, die multinationale Institutionen vorschreiben. Überrascht es da, dass die "18. Acht Beiträge beschäftigen sich mit verschiedenen Bereichen, die die NEPAD-Initiative betreffen. Perrin versucht eine Bestandsaufnahme der Entwicklungsprobleme und benennt die afrikanischen Entwicklungsblockaden als Geflecht von politischen, wirtschaftlichen und kulturellen Faktoren. Musila befasst sich mit den Krisenmechanismen in der Region der Großen Seen. Da mit NEPAD ein Kontrollinstrument geschaffen sei, müssten die Prinzipien von Good governance nunmehr von den politischen Klassen ernst genommen werden, erklärt Sidjoun. Roussin erläutert, dass private Investitionen ausbleiben werden, solange das entsprechende Klima nicht wiederhergestellt sei. Foirry zeigt die Bedingungen auf, unter denen NEPAD zum Motor einer Erneuerung werden kann. Barro Chambrier zeigt, dass Schuldenerleichterungen nicht alles sind, sondern sich in eine Entwicklung einfügen müssen, die Wachstum erzeugt und Demokratie ermöglicht. Chéneau-Loquay diskutiert die Herausforderungen, die sich aus der Revolution in der Informationstechnologie für Afrika ergeben. Im Unterschied zum Prinzip der OAU, nämlich der unangefochtenen staatlichen Souveränität, erlauben die Prinzipien der Nachfolgeorganisation African Union im Zusammenhang mit den Zielen des NEPAD-Entwicklungsprogramms eine zumindest teilweise Aufgabe dieser staatlichen Allmacht. Zu den NEPAD-Zielen gehört die Förderung wirtschaftlicher Integration und zwischenstaatlichen Handels. In diesem Rahmen wiederum muss die zwischenstaatliche Wanderung von Arbeitskräften als eine wichtige Entwicklungsressource angesehen werden. Der Beitrag untersucht das Management dieser Arbeitskräftewanderung als ein Aspekt der regionalen Kooperation. Im einzelnen werden angesprochen: Faktoren, die die Wanderung beeinflussen; Trends der internationalen Migrationspolitik nach dem 2. Weltkrieg; Arbeitskräftewanderung in Afrika und Gründe für das Fehlschlagen regionaler Konzepte; Bedeutung der Wanderung für die emfangenden und sendenden Länder. (DÜI-Hlb)

The New Partnership for the Development of Africa (Nepad) is a project conceived in the halls of African political institutions for further sustainable development. Its main promoter is Thabo Mbeki. Nonetheless, Nepad -and South African initiatives, in particular -have failed in two important respects: governance and economics. The rearward retreat on peer evaluations and Mbeki's attitude towards Zimbabwe are regrettable, while Nepad is incapable of putting forward a concrete program on the questions of global economic power. In der Artikelfolge werden die Auswirkungen der neoliberalen entwicklungspolitischen Strategie "New Partnership for Africa's Development (NEPAD) erörtert. Die Grundidee von NEPAD besteht in der Öffnung der Märkte, Förderung der Privatwirtschaft und Erweiterung der Produktpalette, um für ausländische Investoren attraktiv zu werden. Konkrete Projekte bestehen im Ausbau der Infrastruktur und der Stabilisierung der Energieversorgung. Diese Strategie soll zu Wirtschaftswachstum, nachhaltiger Entwicklung, größerer globaler Wettbewerbsfähigkeit und Verringerung der Armut führen. In Bezug auf Auslandsinvestitionen kommt Südafrika als Kapitalexporteur eine Sonderrolle auf dem Kontinent zu, da es sich durch seine Wirtschaftskraft zur dominierenden afrikanischen Macht entwickeln könnte. Seitens der Gewerkschaften wird an NEPAD die mangelnde soziale Orientierung kritisiert; auch könne das Programm zur einer Legitimitätskrise führen, da es nach den Vorstellungen der Eliten ohne Abstimmung mit der Bevölkerung konzipiert sei.
