Beginning in the mid-1950s Sri Lanka's politicians from the majority Sinhalese community resorted to ethnic outbidding as a means to attain power and in doing so systematically marginalised the country's minority Tamils. The author consequently argues that institutional decay, which was produced by the dialetic between majority rule and ethnic outbidding, was what led to Tamil mobilization and an ethnic conflict that has killed nearly 70,000 people over the past twenty years. It also analyses the influence informal societal pressures exerted on formal state institutions and how this contributed to institutional decay. Evaluating the relations that ensued between social organizations and the Sri Lankan state shows how institutions can prescribe actions and fashion motives even as it will make clear how the island's varied institutions generated a deadly political dynamic that eventually unleased the ongoing civil war. The ceasefire agreement signed in 2002 between the LTTE/Tamil Tigers and the government of Sri Lanka (GoSL) now lies in complete disarray. The civil war has restarted; at least 3,500 lives have been lost in 2006 as a result and 'disappearances' are also increasing. This is a particularly difficult time for the civilian population trapped between the two sides. It is not clear whether or not either side has taken clear-cut strategic decisions or know what they hope to achieve during this unfortunate chapter in the civil war. Does the LTTE regard this phase as a prelude to somethingbigger, seeking to demoralize and weaken the GoSL security forces prior to a major offensive? Or is this a frustrated reaction to a failed peace process and a major split in the LTTE ranks? What aims are the GoSL seeking to achieve by paying so little attention to the impact of their assaultson innocent civilians in the north and east? Moreover, where does the international community turnnext? If there is to be a signi. cant victory by either side, the major obstacle and challenge in the future will be legitimacy on the one hand and governance on the other. Auch vier Jahre nach dem Friedensabkommen zwischen der Regierung Sri Lankas und den Liberation Tigers of Tamil Eelam (LTTE) ist die Lage in dem asiatischen Land keineswegs spannungsfrei – zu tief sitzt das aus einem Konflikt resultierende Misstrauen, der in den Kolonialzeiten des Landes wurzelt und der das Verhältnis zwischen Singhalesen und Tamilen bis dato vergiftet. Die Einführung des Singhalesischen als Amtssprache und die Beschränkung des Hochschulzugangs für Tamilen, ein Pogrom mit Tausenden Toten sowie drei grausame Kriege mit vielen Tausenden von Opfern sind nur einige der jüngeren Etappen des Konflikts, in dessen Folge die LTTE ihren bewaffneten Kampf für einen eigenen Tamilen-Staat, ein unabhängiges Tamil Eelan, verschärft haben und in dem die Regierung in Colombo die Chance auf Verhandlungen mit den Rebellen durch das eigene nationalistische Gebahren verbaut hat. Nachdem 2003 die Option einer föderalen Lösung des Tamilenproblems zeitweise recht nah und die Gesprächsbereitschaft beider Seiten groß schien, sind die Fronten heute erneut verhärtet und geben wenig Anlass, auf einen baldigen Frieden zu hoffen. Die Voraussetzungen hierfür sind in der Tat zahlreich und fordern von allen Seiten schmerzhafte Kompromisse. Die Frage, ob die überhaupt zu erfüllen sind, ist derzeit nur schwer zu beantworten. Since 1983 Sri Lanka is torn apart by a bloody civil war between rebels of the Tamil minority population and the Government formed by the majority Sinhalese. During the last decades various attempts at negotiating a settlement between the two sides were made, which not only failed abysmally but led to further escalation of the conflict. By comparing these peace talks undertaken till now, the reasons for their failure can be pointed out and the prospects for success of the latest peace initiative assessed. Although the negotiations since 2001 have been welcomed by both the parties to the conflict, still their objectives diverged markedly. Another complicating factor in the peace process is the internal tension between the President and the Prime Minister. (Asien/DÜI)

Der seit 1996 andauernde Bürgerkrieg zwischen Regierung und maoistischen Rebellen in Nepal hat 2004 auch die Hauptstadt Katmandu erreicht. Der Konflikt wird gelegentlich als ethnisch-religiöser wahrgenommen; derartige Faktoren haben aber nach Auffassung der Autorin allenfalls einen katalytischen Effekt auf dessen Entwicklung. Um ein Verständnis der Konfliktkonstellation zu erreichen, skizziert sie die ethnopolitischen, religiösen und soziologischen Dimensionen des Konflikts. Sie gibt einen Überblick über das Scheitern politischer Reformen als Auslöser der maoistischen Rebellion und benennt die gesellschaftliche Basis der Rebellen.
