The main purpose of the paper is to test a model that explains variation in the ratio of expenditure with personnel in Brazilian states from 1965 to 1994. The independent variables include indicators of the political environment in the distinct states, such as number of veto players and level of political competition. Furthermore, variables that model the business electoral cycle and institutional changes during the period were also included in the model. The budgetary, electoral and legislative data were collected for 22 states from 1965 to 1995. OLS Regression with panel corrected standard errors was used to test the main hypotheses. Results indicate that the impact of political variables appears to be conditioned by the broader national institutional framework. During the authoritarian period expenditures with personnel were influenced by the electoral business cycle and by the presence of more than one party in the state legislature. In the democratic period, electoral vulnerability of state legislators and the electoral cycle are the most important political factors influencing expenditures with personnel. (Rev Econ Polit/DÜI)

Im vorliegenden Artikel stehen gesellschaftliche Auseinandersetzungen um den Arbeitsprozess in Brasilien im Zentrum einer politökonomischen Analyse. Die Vorgehensweise der Analyse berücksichtigt dabei sowohl die historische Kontinuität als auch aktuelle Entwicklungen im Zuge des Konflikts und soll damit den Prozesscharakter sowie die dahinter befindlichen Kräfteverhältnisse sichtbar machen. Mittels einer theoretischen Annäherung an den kapitalistischen Produktionsprozess und der historischen Analyse sollen dabei konkrete Demokratisierungsimpulse im Bezug auf die Regulierung der Arbeitsbeziehungen identifiziert werden. Aktuelle Beispiele praktizierter betrieblicher Demokratie und deren institutionelles Umfeld liefern dabei den Rahmen für die Fallstudie und verdeutlichen das emanzipative Potential der Solidarökonomie. The paper aims at explaining why Brazil's GDP growth plunged after 1980. Brazil's GDP grew at 7% yearly from 1940 to 1980 but at only 2,5% per year since then. Increases in the relative price of investment that reduced the purchasing power of savings, associated to declines in the productivity of capital, seem to have been the most important factors behind the observed loss of dynamism. The tentative conclusion is that inward-oriented economic policies since the 1970s and, perhaps, even as early as the 1950s, had negative long-run growth implications that were aggravated by populist policies in the early years of the post-1984 redemocratization. This paper discusses the processes leading to the current basis for water pricing in Paraiba do Sul basin of Brazil. Reaching agreements required trade-offs between all parties involved. A simple method that could be promptly accepted by all was preferred. Agreements were reached between the various stakeholders, and water pricing started in early 2003. Although the current formula for water pricing is far from perfect, and will require further adjustments, the decision to levy bulk water charges has been generally accepted, and is now fully operational. The paper also addresses experiences for the state of Ceara, where water charges were established as a pioneering strategy to address cyclic droughts in this semi-arid region. Co-operation among the stakeholders transformed a water crisis scenario into a 'win-win' situation, laying the seeds for further regional economic development. (InWent/DÜI)

Führende Politiker der Arbeiterpartei sind bereits zurückgetreten, dem Präsidenten droht ein Amtsenthebungsverfahren. Die Aufklärung der Skandale durch die Arbeiterpartei und zwei eiligst einberufene parlamentarische Untersuchungskommissionen ähneln einer Farce. Nach langem Zögern hat Präsident Lula das Vertrauen der Bevölkerung in seiner Regierung verloren. Er scheint kraft- und orientierungslos, seine Partei ist verschuldet und zersplittert, seine Regierungskoalition hält keine Mehrheit mehr im Parlament, wichtige Reformprojekte sind blockiert und ein Ende der Krise ist nicht in Sicht. Published in 1922, Mário de Andrade’s Paulicéia desvairada is considered his first truly personal, if uneven, book of poetry. One of the characteristics of this volume is the opening declaration to the effect that São Paulo is the tumult of his life, and critics have customarily remarked on the organizing presence of the city in the volume. This study insists that, rather than poeticizing the city, Paulicéia desvairada represents what can be called the urbanization of poetry, and proceeds to examine, in a way previous criticism has failed to do,the incorporation of the material reality of the city into this highly significant inaugural text of Brazilian modernism. Das kann so nicht weitergehen. Die moderne Landwirtschaft steht vor der Herausforderung, ihren Produzenten ein Auskommen zu sichern, damit Arbeit und Beschäftigung auf dem Lande erhalten bleiben. Staatliche Landwirtschaftspolitik muss die Erhaltung der Beschäftigung im Landesinneren zum Ausgangspunkt haben. Nicht mehr der Boden ist entscheidend für die Produktion und das Einkommen, sondern die Technologie, die Produktivität und die Einbeziehung in wettbewerbsfördernde Märkte, die auf der Grundlage komplizierter Produktionsketten entstanden sind. Millionen kleiner landwirtschaftlicher Produzenten, sogenannte Familienbetriebe, in Kleinunternehmer zu verwandeln - das ist die größte Herausforderung, die nur mit Hilfe genossenschaftlicher Formen und Vereinigungen zu bewältigen ist. Das Jahr 2005 begann für den bislang nicht allzu erfolgreichen Präsidenten Brasiliens, Ignacio Lula da Silva, keineswegs erfreulich: Nach der Wahl des bislang unbekannten Severino Cavalcanti zum neuen Präsidenten der Abgeordnetenkammer ist der Spielraum für Lula und seine Arbeiterpartei PT kleiner geworden, muss er doch Macht und Kompetenzen nun stärker als bis dato mit seinen Koalitionären teilen, zu denen auch Cavalcantis PP zählt. Eng wird es indes für Lula noch nicht, obgleich er die Versprechen, mit denen er vor zwei Jahren angetreten war, nur halb erfüllt hat. Im Sozial-und Bildungsbereich laufen die Dinge unverändert schlecht, dem Hungerbekämpfungsprogramm Fome Zero blieb der Erfolg bis heute verwehrt und auch der Protest der Landlosen ist nicht verstummt. Dafür entwickelt sich die Wirtschaft Brasiliens günstig, und auch der Einsatz Lulas für sein Land ist auf nationaler und internationaler Bühne ungebrochen. Doch das, was drängt, sind die versprochenen Reformen. Ob sich Lula zu deren Inangriffnahme nun endlich durchringen kann, ist, zumal angesichts der neuen Machtverhältnisse in dem südamerikanischen Land, indes eher fraglich. This paper focuses on partnerships across the state-society divide in the management of bulk water in the state of Ceará, in Northeast Brazil. It examines the creation of Users' Commissions in two of Ceará's river basins - the Lower Jaguaribe/Banabuiú and the Curú. It is argued that the presence of synergy across the state-society divide is critical to guarantee meaningful public participation. In turn, meaningful participation improves decision making at the river basin level and supports positive values in policy making such as decentralization, equity, accountability and transparency. Der Beitrag präsentiert die Ergebnisse einer Forschung in einem industriellen Sektor Südbrasiliens. Kooperation zwischen Unternehmen ist unter marktökonomischen Bedingungen keine Selbstverständlichkeit, von einem radikal neo-klassischen Standpunkt aus gesehen, gar kontraproduktiv. Studien über z.B. industrielle Cluster in Italien haben aber aufgezeigt, dass es zu ökonomisch sinnvoller Kooperation kommen kann. Zusammen mit Forschungen über Sozialkapital drängt sich die Schlussfolgerung auf, dass es einen Zusammenhang zwischen Sozialkapital, Kooperation und wirtschaftlicher Entwicklung geben könnte. Wie die ländliche so scheint Sozialkapital auch die industrielle Entwicklung zu fördern. Die untersuchten Beispiele, so argumentiert der Autor, zeigen aber, dass Sozialkapital unter unterschiedlichen makroökonomischen Rahmenbedingungen von durchaus verschiedener Bedeutung sein kann. Soll Entwicklungsintervention auf diesem Gebiet erfolgreich sein, muss sie für Unternehmer konkret aufzeigen können, wie durch Kooperation und Vertrauen mehr erreicht werden kann als durch Konkurrenz und Misstrauen. The paper studies regional (spatial) inequality in the five most populous countries in the world: China, India, the United States of America, Indonesia and Brazil in the period 1980-2000. They are all federations or quasi-federations composed of entities with substantial economic autonomy. Two types of regional inequalities are considered: Concept 1 inequality, which is inequality between mean incomes (GDPs per capita) of states/provinces, and Concept 2 inequality, which is inequality between population-weighted regional mean incomes. The first inequality speaks to the issue of regional convergence, the second, to the issue of overall inequality as perceived by citizens within a nation. All three Asian countries, show rising inequality in terms of both concepts in the decade of the 1990s. Divergence in income outcomes is particularly noticeable for the most populous states/provinces in India and China. The United States, where regional inequality is the least, shows further convergence. Brazil, with the highest level of regional inequality, displays no trend. A regression analysis fails to establish robust association between the usual macro variables and the two types of regional inequality. (J Asia Pac Econ/DÜI)

Based on the case of the Landless Movement in Brazil, the article explores the idea that some apparent forms of rights embedded in conventional demands must be seen under the light of historical contexts and social characteristics of those social actors demanding them. The victory of Lula and the PT in Brazilian elections in late 2002 was accompanied by the hope of a refoundation of society and freeing Brazil out of the 'external trap'. The Lula-government argued that Brazil is on the brink of an abyss so that hard measures, like high interest rates and austerity policy are necessary. The article shows, that it were not the constraints of the economic situation but the decision of the government (trying to avoid conflicts with the forces of national and international capital) to continue the neoliberal politics of the former Cardoso administration. Die brasilianische Landlosenbewegung MST leistet einen mehrdimensionalen Beitrag zur Vertiefung und Erweiterung der Demokratie in Brasilien. Die Ambivalenz der Zielsetzungen und Strategien des MST spiegelt sich sowohl in seinem Verhältnis zur Zivilgesellschaft und zur Politik als auch in der Beziehung zwischen der Spitze der Bewegung und ihrer Basis. Die Erfolge des MST und seine Rolle als Demokratisierungsakteur haben dazu beigetragen, das auf Ausgrenzung basierende Herrschaftsmodell in Frage zu stellen. Seine ideologische Positionierung schwächt andererseits seine Verhandlungsmacht und trägt ihm den Vorwurf der autoritären Bevormundung seine Basis ein. Die Versuche zur kollektiven Ermächtigung seiner Mitglieder ausgehend vom Bildungsansatz Paulo Freires wiederum könnten einen Prozess der Politisierung und Befreiung der Sem terra einleiten. The aim of this paper is to discuss the challenges for urban planning and management in Rio de Janeiro in the context of the socio-political fragmentation of urban space. First, the paper profiles the recent evolution of Brazil's economy, in order to make sense of the worsening exclusion and violence in Rio de Janeiro since the 1980s. Against this background, the paper analyses recent trends in terms of socio-spatial segregation and social conflict (the formation of enclaves dominated by drug trafficking organisations, and the self-segregation of the elite as a response to the increasing fear of crime and violence), and considers possible paths to the necessary and urgent integration of urban planning and management on the one hand, and public safety policies and strategies on the other. Technical progress and economic development are promotions of capitalism, says a well known idea hereby contradicted. Recent changes under neoliberalism show that the more freedom of move to capital the less development of productive forces. There was no synchronicity and coherence fostering economic growth between changes at the micro level of techno-productive and managerial innovation and the ones at the macro level of institutional structures and economic policy. Empowerment of finance capital and monopolies got them opportunity to control the state and set its economic policy to support fictitious capital accumulation and to rule restructuring of corporate management. Surplus redistribution favoring finance capital is a burden to be carried on the back of society's productive structures, lowering investment, employment qnd growth. Focusing Latin America and Brazil, the same picture is seen, worsened by external fragility that deepens historical dependency. (Rev Econ Polit/DÜI)
