In dem Artikel werden einige der Kriterien optimaler Währungsräume im Rahmen eines formalen Wohlfahrtsmodells aufgegriffen. Es wird der Frage nachgegangen, wie die Wohlfahrt der Mitgliedsländer einer Währungsunion durch symmetrische und asymmetrische nationale Outputschocks beeinflusst wird. Die Bestimmung der Implikationen für die Wohlfahrt geschieht sowohl analytisch als auch mithilfe von Simulationen. Dazu werden die optimalen geldpolitischen Regeln der supranationalen Zentralbank unter Verwendung des Barro-Gordon- Ansatzes hergeleitet. Der Zentralbankrat kann aus einem Zentralbankdirektorium und einer Gruppe nationaler Zentralbankpräsidenten bestehen. In der Analyse wird den nationalen Präsidenten unterstellt, dass sie nur ihre eigenen Ökonomien im Blick haben. In einem Zwei-Länder-Modell können die Volkswirtschaften verschieden groß sein und es kann unterschiedliche Grade der Arbeitsmobilität geben. Es wird gezeigt, dass relativ kleine Mitgliedsländer eine starke Position der Gruppe der nationalen Zentralbankpräsidenten begrüßen, während große Länder geldpolitische Entscheidungen durch das Zentralbankdirektorium bevorzugen. Die Präferenzen sind umso stärker ausgeprägt je niedriger die Arbeitsmobilität. Darüber hinaus beeinflussen Unterschiede in den nationalen monetären Transmissionsmechanismen und unterschiedliche nationale Inflations- und Outputpräferenzen die Wohlfahrt. (Kredit und Kapital / SWP)#In the study, the relevance of several optimum-currency-area (OCA) criteria is formally worked out in a welfare approach. The optimum monetary-policy rules of the supranational central bank are derived by employing the Barro-Gordon framework, and consideration is given to how the welfare of the member countries of a currency union is affected by symmetrie and asymmetrie national output shocks. The central-bank council may consist of a central-bank board and of a group of national central-bank presidents, where the national presidents are assumed to focus on their home economies. In a two-country framework, the countries are allowed to differ in size, and different degrees of labour mobility are addressed. The welfare implications are both deduced analytically and with the use of simulations. It is shown that relatively small member countries favour a situation where the group of national central bank presidents is in a strong position while large countries prefer decisions to be taken by the eentral-bank board. The preferences are the stronger the lower the degree of labour mobility. Besides, differenees in the national monetary transmission processes as well as divergent national inflation and output preferences affect welfare. (Kredit und Kapital / SWP)

One of the most widespread explanations of Germany's willingness to create European monetary union is that business or economic interest groups supported and lobbied for it, believing it would be good for them. This article refutes the argument that economic interests were actively involved in the process or that they had a causal impact on the German government1 s acceptance of EMU. Empirical evidence shows that economic interest groups in Germany were hesitant and sceptical about monetary union, especially since the EMS was working well. Economic interests belatedly mimicked the demands of the Bundesbank that EMU be insulated from political pressure and that price stability be enshrined in the charter, but they did not urge the government to join. Moreover, the members of peak business organisations were themselves divided on the merits of EMU. Thus, this article falsifies the claim that business or economic interests were the driving force behind Kohl's willingness to give up the DM. (German Politics / FUB)

What does the adoption of the euro tell us about German national identity? Are there elements of national identity that can help explain Germany's acceptance of European monetary union? The prevailing literature often portrays the internal German debate about the euro as a battle between Germany's 'Europeanized identity' - which pushed in favor of the euro - and 'Deutschmark nationalism' and national economic pride - which emphasized retaining the Deutschmark. In contrast, this paper argues that the distinction between Germany's Europeanized identity and economic nationalism is exaggerated. Rather than viewing it as a constraint on German acceptance of the euro, economic pride already represents a form of post-national identity. Unlike language or ethnicity, economic pride does not function well as an identity marker. Deutschmark nationalism was so obviously a constructed form of identity that it was open to alternative interpretations as well. Most importantly, there is no logical barrier to expanding the principles behind Germany's economic success to the rest of Europe. The paper concludes that extending the basic principles of the German monetary order to the rest of Europe was a consistent solution to this interaction of different identity issues at stake in the German debate over the euro. This paper studies the informational content of the slope of the yield curve as a predictor of recessions in the euro area and provides evidence of the potential usefulness of this indicator for monetary policy purposes. In particular, the historical predictive power of ten variations of yield spreads, for different segments of the yield curve, is tested using a probit model. The yield spread between the ten-year government bond rate and the three-month interbank rate outperforms all other spreads in predicting recessions in the euro area. The forecast accuracy of the spread between ten-year and three-month interest rates is also explored in an exercise of out-of-sample forecasting. This yield spread appears to contain information beyond that already available in the history of output, and to outperform other competitor indicators. (International Finance / SWP)

In retrospect, the Asian Financial Crisis in 1997 can be interpreted as the starting point of a regime change in the East Asian financial architecture. Before the crisis, East Asian economies were more or less linked bilaterally to the U.S. and their currencies were more or less pegged to the US-dollar. Due to alleged mismanagement of the Asian Crisis by the International Monetary Fund (IMF), the affected East Asian economies became open to alternative solutions to prevent a similar crisis from happening in the future. The IMF was perceived by many as a financial and economic policy tool of the U.S. There was thus a window of opportunity for the EU and Japan. In the aftermath of the Asian Crisis, Japan made a variety of proposals and implemented many prospective policies in the field of East Asian financial integration. With EU support, these policies will most likely lead to an increased Asian autonomy. This development occurs seemingly without any mentionable opposition from the U.S. (Japan aktuell/DÜI)

In der Wirtschafts- und Währungsunion bestehen unterschiedliche wirtschaftspolitische Koordinierungsverfahren nebeneinander. Was erklärt die Unterschiede zwischen ihnen? Die politikwissenschaftliche Europaforschung gibt hierzu keine befriedigende Antwort, zumal sie sich in den vergangenen Jahren vor allem auf „weiche“ Koordinierung konzentriert hat und zur Erklärung der Wahl verbindlicher Verfahren auf die Argumente wirtschaftspolitischer Akteure – Europäische Zentralbank und Kommission – zurückgreift. Dieser Beitrag zeigt jedoch, dass deren Begründung nicht restlos überzeugen kann, da sich ihre Argumente nicht nur an ökonomischen Erfordernissen ausrichten, sondern auch aus dem Misstrauen gegenüber diskretionären politischen Entscheidungen speisen. Abschließend werden einige Überlegungen vorgestellt, wie eine politikwissenschaftliche Erklärung variierender Vergemeinschaftung anzulegen ist. The issue of shocks affecting participants in the Economic and Monetary Union (EMU) in Europe asymmetrically is an important concern of both economists and policy makers. The present paper focuses on the likelihood of asymmetric shocks in Europe originating from the impact of exchange rate fluctuations on trade. It identifies two necessary conditions for such asymmetric shocks to occur: exchange rate fluctuations should have different impacts across sectors and countries should have different industrial specialization. Using data of bilateral imports of the EMU members from other countries, this paper estimates the elasticity of trade to exchange rate changes for 42 industrial sectors. It finds that exchange rate fluctuations do indeed have different impacts across sectors. Examining the pattern of industrial specialization in Europe shows that there are non-negligible dissimilarities among members' industrial structure. The two conditions identified hold in Europe and the occurrence of asymmetric shocks within the euro area can be expected. (International Finance / SWP)

The European Union is at a crossroad. In recent years it has been going through a major review of its institutional design without, however, clearly defining its role and scope. The credibility of its institutions is adversely affected by the widening gap between ambitious economic goals and the dismal performance of the economy in some member countries. Structural reforms have been progressing at a painfully slow pace. Popular support has been decreasing alarmingly. The need to confront poor economic performance and to embark on urgent market-structural reforms, as well as the problem of harmonizing national interests with those of the EU as a whole, have highlighted how the institutions and processes can be dovetailed. This article aims at contributing to the debate on economic governance and policy coordination in Europe. Looking at the genesis and the recent reform of the Stability and Growth Pact, it focuses on how the European Monetary Union macroeconomic policies are likely to be governed in the future and what the possibilities are for establishing effective economic and monetary governance. The Pact represents the most developed, albeit controversial, attempt to provide a framework for coordination of policies among sovereign states. Such coordination should help to achieve an appropriate fiscalmonetary mix, enhancing the credibility of monetary policy by insisting that member states governments do not spend more than they can finance through taxation. The Pact's recent revision is certainly the first step in the right direction, especially because it links macroeconomic stability with the goals of the Lisbon Agendajob creation, market-structural reforms and social cohesion.(International Affairs / SWP)
