Wie sollte das Konzept staatlicher Souveränität nach dem Ende des Kalten Krieges definiert werden, wenn an den Staat die Forderung gestellt werden muss, Konflikte zu lösen und die Menschenrechte zu schützen? In sechs Beiträgen geht der Band dieser Frage nach. Die Autoren stellen fest, dass die Fähigkeit der unterdrückten Völker, ihre Regierungen zur Verantwortung zu ziehen, sehr begrenzt ist. Sie führen den Begriff der "verantwortlichen Souveränität" ein und erklären, es sei Aufgabe der internationalen Gemeinschaft, den Opfern interner Konflikte und grober Menschenrechtsverletzungen beizustehen und zu helfen. Angesichts des häufigen Versagens afrikanischer Regierungen vor dem Prinzip der "verantwortlichen Souveränität" werden Überlegungen angestellt, welche internationalen Mechanismen und Strategien zur Durchsetzung angewandt werden können. The question of good governance in East and Southeast Asia, as elsewhere, is linked to the degree of autonomy of the state, and the objectives it pursues. While the economy can never be fully disembedded from society, social transformation ending private powers of non-marked coercion can promote both state autonomy and good governance. At the level of local government and local development, various case studies show how decentralisation policies and local development strategies can benefit from improved local governance systems. The human rights situation in African countries in relation to social and economic performance is also reviewed, and the implications for development cooperation are discussed. The dimension of strengthening the systems of good governance with regard to resource use and environmental protection is also analysed. Finally, major initiatives by development institutions and research institutions, as well as important African declarations and statements on the role of good governance in Africa are documented. The authors present the anti-corruption approach of the Interamerican Development Bank. They stress the importance of the modernization of the state implying reforms in the judiciary and the democratic institutions in order to reach good governance. At the same time the authors emphasize the need to strengthen civil society as a complementary and mutually reinforcing process to institutional reforms. The authors point out, that, although a precise path to abolish corruption might not be found yet, it will be most useful to address the mentioned reforms in order to achieve results also in the issue of corruption. Der Lebensstandard hat sich in den meisten afrikanischen Ländern seit den 60er Jahren kaum erhöht; sie sind nicht in der Lage, in ausreichendem Maße "Wohlstand" zu erzeugen und Massenarmut abzubauen. Die Gründe dafür sind, so der Autor, "institutionelle Arrangements", die die Afrikaner nach der Unabhängigkeit getroffen hätten. Diese begünstigen die Verschwendung von Ressourcen, eine opportunistische, klientelistische Politik, Korruption und Rentenorientierung. Um eine nachhaltige Entwicklung in Gang zu setzen, die "Wohlstand" erzeugt, müssten die Afrikaner den Staat "rekonstruieren", ihn mit Regierungsstrukturen versehen, der politischen Opportunismus minimiert, und das heimische Unternehmertum stärken. Die Vorstellungen des Autors für ein "enabling environment" unterscheiden sich in Maßen von denen von IWF und Weltbank. So heißt er regulierende Eingriffe der Regierung in das Wirtschaftsgeschehen gut, wenn diese nicht opportunistisch und willkürlich sind. (DÜI-Sbd)

Emma Murphy, Dozentin an der Universität Durham, ordnet den Begriff in die weltweiten Bemühungen ein, die Auswirkungen der Globalisierung auf allen Ebenen der sozioökonomischen Organisation zu erfassen. Die zugrunde liegende Entwicklungstheorie vollzog damit nach, was die praktische politische Erfahrung des krisenhaften Entwicklungsprozesses in Afrika (wirtschaftlicher Niedergang und Staatskrise) und die Veränderung der weltpolitischen Lage nach dem Ende des Ost-West-Konflikts vorgaben. Inwieweit die Demokratie (mit ihren Grundprinzipien Partizipation, Rechstsstaatlichkeit und Wahlwettbewerb) als universales Regierungssystem auf afrikanische Länder übertragbar ist, welche Voraussetzungen zur demokratischen Konsolidierung erforderlich sind, was der Begriff "Good Governance" genau umfaßt und wer seine Protagonisten sind, ist Gegenstand unterschiedlicher Definitionen und kontrovers geführter wissenschaftlicher Debatten. Die Strategien zu Implementierung von Demokratie und "Good Governance" bewegen sich zwischen politischer Konditionalität (Auslandshilfe nur bei demokratischen Fortschritten) und Positivmaßnahmen der direkten Förderung von Exekutive, Legislative und Judikative sowie zivilgesellschaftlicher Organisationen. Neben den multilateralen staatlichen Trägern, wie den UN und den nationalen staatlichen Entwicklungsagenturen, stehen halb- und nichtstaatliche Durchführungsorganisationen, unter denen die deutschen politischen Stiftungen international große Erfahrungen bei der Demokratieförderung in Entwicklungsländern vorweisen können. Abschließend wird den deutschen Entwicklungshilfeeinrichtungen insgesamt besonderes Augenmerk geschenkt. (DÜI-Ply)

Various schools of research in public policy (the literature on 'governance' and its continental counterparts) are converging to focus on the growth of policy styles based on cooperation and partnership in networks, instead of on vertical control by the state. This article focuses on issues of democratic accountability and responsiveness with these governance arrangements. It argues that until recently the legitimacy of governance networks was not at the forefront of theoretical developments, even though the 'democratic deficit' of governance is problematic both for normative and for pragmatic reasons. There is now increased sensitivity to this problem, but the remedies presented in the literature are unsatisfactory, and critiques of governance presuppose a somewhat idealised image of representative democracy in terms of accountability or responsiveness of decision-makers. They also fail to offer adequate solutions to some of the central legitimacy problems of policy-making in complex societies. (European Journal of Political Research / FUB)
