Focusing on special credit schemes for women in Tanzania this paper explores the relationship between policy making and practice in development aid. Through a detailed study of the ILO RYTEP credit scheme for rural women and youth in Kilimanjaro, Northeastern Tanzania, it raises the question whether present models of credit schemes represent a viable strategy for empowerment of women. By examining in detail the implementation strategy of the ILO scheme the analysis points to features of current soft loans credit schemes which correspond very badly to policies of empowerment and which reflect a critical disparity between policy making and practice. These features are a top-down implementation approach, too little emphasis on participatory processes, too little weight on business training, predominant attitudes to women among implementers, and neglect of the legal aspects in soft loans. Many say that while the ILO ably sets international labor standards and monitors compliance with them, it "has no teeth". However, when trade unions and human rights NGOs petitition the US government to declare certain developing countries that violate workers' rights to be ineligible for benefits through the GSP and OPEC programs, incremental progress can be made in reducing those violations. Six country cases: Bangladesh, the Dominican Republic, El Salvador, Guatemala, Korea and Swaziland show how, in this effective confluence of forces, the unions and NGOs provide the "eyes and ears", the ILO provides the "brains", and US trade legislation provides the "teeth". This article explores the implementation of Convention 182 on the Worst Forms of Child Labour in the mining sector in Burkina Faso. It highlights key lessons from a project funded by DFID and Save the Children UK and implemented by COBUFADE, a Burkinabe NGO. Children were found to be important and capable actors in the fight against child labour, notably in research and lobbying, and the article explores the role that civil society can play in taking local voices to national policy makers and in linking the different actors implicated in Convention 182. Der DGB plädiert für die Aufnahme von Sozialklauseln in internationale Handelsvereinbarungen, um den Folgen des ökonomischen Liberalisierungsprozesses besser begenen und weltweiten Wettbewerb mit sozialem Fortschritt synchronisieren zu können. Bislang entzieht die wirtschaftliche Globalisierung den Instrumenten nationaler Politik die Wirkungsmöglichkeiten; multinationale Unternehmen gewinnen dagegen an Entscheidungsmacht, und das weltweit steigende Arbeitskräfteangebot bedroht - bei fortschreitender Rationalisierung - Sozial- und Lebensstandards der Masse der Arbeitnehmer vorrangig in Ländern der 3. Welt. Die Sozialklauseln sollten sich an den ILO-Konventionen orientieren (u.a. Vereinigungsfreiheit, Koalitionsvertragsrecht, Zwangsarbeits-/Kinderarbeitsverbot, Diskriminierungsverbot). Deren Einhaltung wäre zukünftig von WTO und ILO zu überprüfen. Den beiden Organisationen muß ein abgestufter Maßnahmekatalog zur Verfügung stehen, um Mitgliedsländer bei Verstößen zur Einhaltung der Sozialklauseln bewegen zu können. Im Vordergrund sollten dabei nicht Straf- sondern Fördermaßnahmen stehen, die Ländern zugute kommen könnten, die sich erfolgreich um die Respektierung der Sozialklauseln kümmern. (DÜI-Ply)

Die ökonomische Globalisierung macht vor keinem Wirtschaftssektor Halt. Angesichts des weltweit riesigen Arbeitskräftepotentials und fortschreitender Rationalisierung muss wenigstens der gewinnbringenden Nutzung von Billigstarbeit, die sich unter Verstößen gegen grundlegende Menschen- und Sozialrechte vollzieht (Zwangsarbeit, Kinderarbeit, gewerkschaftliche Organisationsverbote, Diskriminierung) ein Riegel vorgeschoben werden. Weltweit gültige, allgemeine Sozialklauseln sollten Eingang in die WTO-Verträge finden. Dabei wären die ILO-Normen zu berücksichtigen und eine entsprechende Überwachung ihrer Einhaltung festzuschreiben. Die Praktikabilität solcher Verfahren hat sich bereits in der EU gezeigt. Eine wichtige Ergänzung bestünde in der Selbstverpflichtung Multinationaler Unternehmen, die weltwirtschaftlich ein immer größeres Gewicht bekommen (gegenwärtig kontrollieren sie bereits ein Drittel des privaten Produktivvermögens), zur durchgängigen Einhaltung völkerrechtlicher Sozialnormen in ihrem Wirkungsbereich. Ghana hat in den vergangenen Jahrzehnten die unterschiedlichsten politischen und wirtschaftlichen Entwicklungen erfahren. Auch die revolutionäre Rawlings-Regierung kooperierte nach anfänglichem Zögern ab 1983 mit den Bretton-Woods-Institutionen zur Durchführung von Wirtschaftsreformen und gilt hierbei als eines der erfolgreichsten Länder. Die Bevölkerung sah sich jedoch sinkenden Lebensbedingungen und fehlenden Arbeitsplätzen ausgesetzt, Programme zur sozialen Abfederung waren kein Erfolg, die Beziehungen zwischen Regierung und Gewerkschaften verschlechterten sich. An innovative policy experiment in Cambodia links improvement of workers' rights with increased orders and market access for the products of the country's garment factories. The policy originated with the US-Cambodia Textile Agreement, which awarded Cambodia higher garment export quotas into the US market in return for improved working conditions and labor regulations. It has continued even after the expiration of the global garment quota system at the end of 2004. The agreement's effectiveness has depended on the International Labor Organization, acting as a compliance monitor and government intervention, preventing some apparel producers from free riding on others' improvements. In der vergleichenden Staatstätigkeitsforschung wird die Entwicklung des modernen Wohlfahrtsstaates vorwiegend mit nationalstaatlichen Determinanten erklärt. Vergleichsweise wenig Beachtung fand in der Forschung bisher die Frage nach der Bedeutung der internationalen Kooperation. Diese Studie untersucht den Einfluß der Normensetzungspolitik der Internationalen Arbeitsorganisation (ILO) auf die nationale Politikgestaltung in fortgeschrittenen Industrieländern. Seit 1919 versucht die ILO, über die Formulierung und Durchsetzung von arbeitsmarkt- und sozialpolitischen Standards unmittelbaren Einßuß auf die innerstaatliche Politikgestaltung ihrer Mitgliedsländer zu nehmen. In einer kombinierten Quer- und Längsschnittanalyse wird der Einfluß der Ratifikation von ILO-Konventionen aus dem Bereich der sozialen Sicherheit auf die Ausgaben für soziale Sicherheit in 18 OECD-Ländern zwischen 1960 und 1989 überprüft. Die Studie kommt zum Ergebnis, daß die Ratifikation von ILO-Sozialversicherungskonventionen in modernen Wohlfahrtsstaaten das Ausgabenniveau im Bereich der sozialen Wohlfahrt beeinflußt. Jede Ratifikation läßt eine Erhöhung des Anteils der Sozialausgaben am Bruttoinlandprodukt von knapp 0,7 Prozent erwarten. Für ILO-Konventionen mit konkreten Leistungsvorgaben läßt sich ein entsprechender Ausgabeneffekt von bis zu 0,9 Prozent nachweisen. Neben nationalstaatlichen Determinanten kann damit auch der internationalen Kooperation ein eigenständiger Einfluß auf die nationale wohlfahrtsstaatliche Politik zugesprochen werden. There is only a small number of analyses concerning the impact of international cooperation on national policy-outcomes. This paper emphasizes the effects of the ratification of ILO-Social Security Conventions on welfare spending in 18 advanced democracies between 1960 and 1989. The statistical results of the pooled cross-sectional and time-series analyses support the main thesis, that welfare state development is not only a consequence of national prerequisites, but also of external changes and international cooperation. It can be shown, that each ratification increases welfare spending by nearly 0.7 percent of GDP. Certain ILO-Conventions establishing minimum standards as regards the benefits and coverage of social security instruments even increase welfare spending in advanced democracies by 0.9 percent of GDP.
